Shipping rates not displayed when using api

Hi, would like to enquire on the possible cause of why when customers from another website for example wants to see shipping rates from our website using api, it doesn't display the shipping rates? Thanks.

How could we possibly know anything about your API? Post some code.

On the package it said needs Windows 7 or better. So I installed Linux.
