Hmmm - I just checked the analytics, and the site has had 8 million visits in the last 30 days, with no outages.
Where are you visiting from? Is your ISP somehow blocking the site?

IP-address of Codeigniter.com  (104.27.152.103)  was blocked of government of Russia.
Oficial website of government structure - http://rkn.gov.ru/
By modern lows of Russian Federation it's problem for all websites on this IP-address.
Personally, for me it's not problem - I use Opera browser with VPN or Yandex with Browsec VPN.

But for some users it will be problem to open your website.
If you change IP-address this problem will be close.

That IP address belongs to CloudFlare (our CDN), and is not CodedIgniter's.
We are not privy to whatever dispute they might have with the Russian government, and are not in a position to change anything.
Bottom line: the situation is bryond our control, and some of the other suggestions in this thread might be more helpful.

I used PHP almost 4/5 years ago. I have learned good things about laravel but never used it. I do have little knowledge of Codeigniter 2.

I got a freelance project (PHP domain). The client will not be happy if I used WordPress, and the client does not want WordPress either.

It is a mid-size project and performance is a priority, and will be hosted on the AWS cloud.
