Can throttler block user for a few minutes?

So I created a CI4 app as an API and had a login function that blocks the user after 3 tries. I tried to use the throttler and it worked, but the user got a block for only a few seconds, I want the user to have to wait 5 minutes until the next attempt. Any suggestions how I should do it?
