bug: is_not_unique with v4.3

Before v4.2.12 it works after I upgraded to v4.3.0 and it gave an error "is_not_unique".

The error message says:

"Argument 1 passed to CodeIgniter\\Validation\\Rules::is_not_unique() must be of the type string or null, int given, called in C:\\wamp64\\www\\projects\\tester\\vendor\\codeigniter4\\framework\\system\\Validation\\StrictRules\\Rules.php on line 120"
