Apparently this isn't a rewrite problem (when I turn it off I get the same issue) but a lighttpd problem in general. I can go to /index.php/home but if I just to go to /index.php/blog it just loads the home controller.
any ideas?
EDIT: figured it out. The config was set to query string for some reason and switching to auto fixed it.
