Installing an app?

I would like to install this backend app to see if I could make use of it but I have no idea how to actually install it. I have put it in "localhost/codeigniter", "localhost/codeigniter/system" and "localhost/codeigniter/system/application".

The User Guide doesn't say anything about the location and I can't find anything in the CI manual.
