You can check out newer and newer versions of CI from SVN.

Why not? Export and check your app locally. And there you go, CI as of 5 minutes ago. The SVN version is mainly fixes and improvements to 1.5 from the last few months, many mentioned in these forums. Nothing not fit for production.

Yup, actually, we strive not to check anything in if its "half" implemented. In general, I'd be really surprised if anything broke using the SVN code. There was recently (last night or two) some pretty nice/important check ins.
