Making image border

I'm glad that I can join this community.

I'd like to ask if there's a possibility to make something like in this picture I've added below, with CI built-in functions? ("RESIZED IMAGE" supossed to be uploaded file)

Am I missing something, would this not just be a bit of basic CSS?

What it boils down to is that it supossed to be saved as image and not html/css content.
