in respect to file permissions.. is their a file in particular I need to chmod?

Not really, but all of you're files must be readable and executable, apart from your ./system/logs directory, which should also be writeable.

I had this problem in PHP 5.2.11.

Change the php version to 5.3 and it will work again. I was amazed why a working version of a script based on Codeigniter stopped working without any modification. Well, for me, switching the version solved this problem
