refreshing the page cause switching between radio buttons?

hi all ,
i have a problem here in edit a record or add a record page. In bottom of page im using page status where two radio buttons are set Active Inactive .
But when i refresh the page it move to active and then if i again refresh page it moves to inactive, I mean its not remian on its position. Why it changes its state?

its resolved, now i put option 1 to true and other to false.
