Load Page Slowly with limited time

I have small clarification for load page slowly.

How to make web page can be open slowly set limit in time.

i have seen more site.. if clicking any link in the site page open slowly.. it contains growing opacity for page.. how can i set site pages same like...

Most of these things are done with JavaScript. You could use jQuery to do that efects. Check http://jquery.com
