Odd Text Encoding

I'm trying to get some static elements in one of my view files to work. My code looks like this:

« Previous | 1 2 3 4 | Next »

but when it gets displayed it looks like this:

Ç Previous | 1 2 3 4 | Next È

Why is it that my « and » characters are being transformed? Can somebody give me a clue how to make this work? I've tried using UTF-8 and iso-8859-1.

Use utf-8 for both, also those characters are above normal characters.

It also depends on what font you are using, I know it is in times new roman and cambria.
