Why does ftp class have no 'download' method?

Of course, It can be added by extending core class.
But, Why doesn't ftp class have 'download' method by default?
Any serious reasons of performance or security?

I was trying to find my old MY_FTP class and spotted it here. I still dont understand why the download() function has never been included.
