Can we make header $ footer with hook?

I am new user of codeigniter so i want know can we make header and footer with hook. If anyone know please help me.

a hook ? why ?

i solved this problem by creating a library called "layout" which includes the methods header(), content() and footer() with possibilitys to transmit keywords and page description.
