Dual Language Site

Hi, I am using CI 1.6.1 and have the current site in English, but need to make a seperate French site. I have searched for info on this but I do not want to use translation, the site pages will be completely seperate. I need to know how to determine the browsers language and then display the correct pages in the controller. Does anyone know how to do this or have a sample controller file?

Another way I would actually prefer is to have a controller file for english and one for french.. So I would have to load the correct controller based on the browser language.
