Paypal Sandbox returning Pending

I have a Paypal Sandbox setup, created the two testing accounts, 1 for the seller and one for the buyer.

Problem is it keeps returning a "Pending" status when I want it to return a completed.

Is there a setting I'm missing?

I was getting this error here:

pending_reason=unilateral
