I plan to build a Issue management and collaboration application for a client of mine. I have a team skilled in PHP and jQuery. Should I start with the Drupal Framework or CodeIgniter?

I'm not sure Drupal is going to get you very far for that type of application. I'd suggest looking at an existing package like Jira. Or if you are looking for some base code, check out ExpressionEngine or the free EE Core (which are built on CodeIgniter and authored by the same dev team).

personally, I think drupal is old and doesn't work that nice...I think you should't use it for anything.
I also don't think you can compare CI to drupal, Drupal is a finished CMS and CI is not. Maybe you should check out EEWink

Drupal old?, clearly you don't know what you are talking about.

Anyway, maybe using drupal for a proyect like management and collaboration will use some useful modules like CCK, Views and Panels.

You can check http://openatrium.com/

here http://drupal.org/node/317253 a case study of using drupal for a collaboration application, and here a full feature web based intranet and collaboration suit http://www.officemedium.com/.

As you can see Drupal is a powerfull framework, sometimes too powerfull for some proyects.

I've developed with Drupal for a few years and on the face of it, it MAY NOT be the best choice. It does have a lot of modules available for it, that could enable you to 'bolt together' and application quite quickly, but as a CMS, it's slow and can take quite a bit of time to comprehend when you need to dive in and get your hands dirty. That said, it has great documentation and a helpful and vibrant community.

If you have the devs with good ability and you need a straight forward app, then consider building using CI.

It all comes done to time constraints and depth of complexity.
