Well Im looking at it right now in phpmyadmin and its saying its on utf-8, ill take a screen print of it in a second

Hi,
I had few days ago same problem, so in case that You did not solve Your's, maybe this will help:

I enter in my MySQL DB just code I put here inside quote signs "& # 163;" and with added extra blanks for pound sign and it looks as it should when queried from DB. So, just remove quotes and extra blanks and it will work.

Than table field is encoded utf8_unicode_ci.
