problem in URL

[eluser]Unknown[/eluser]
http://localhost/ci/index.php/mem-ber/log-in ==> OK
but http://localhost/ci/mem-ber/log-in => Browser 404 Error
and http://localhost/ci/index.php/thu-muc/load/1 ==> CI 404 Error

Please help me
