You're going to find few if any persons involved with that. This would also be an enterprise effort and I doubt you want to use PHP. Undoubtedly, there are deals to make with credit card companies. I would talk to people that provide the networks for credit card transactions (ask anyone with a credit card machine on site who they use for providing card services and ask them.) Good luck!
