force_download accent characters

Hi.. I'm using force_download to download a file with accent characters. The site uses UTF-8. And I checked the string just before being passed to force_download, and the accent characters are showing just fine.

But in the downloaded file, the accented characters are always replaced with random "‡" characters.

Any ideas to get these characters to show up correctly in the downloaded file?
