Site structure planning

Hi,
I just get a job to build a big (city's) site, where lot of stuffs and multi level menu systems are. I want to build the most optimized way of structure but never before did that. I mean, should I use a controller for every big category? Or how to build a big site structure with CI?

For you mentioned I would go with the HMVC and build a Modular site!
