Would it be possible to utilize code igniter to do the following:

1. user registers on primary site
2. via widget (user can request site hosting)
3. admin can approve/deny

upon approval (new ci app is auto installed and admin is presented with login details)

needing to either a. create this myself or b. find a pre-created solution that can be utilized for auto-installations of multiple ci sub-domains

You have the same idea that the guys who started getcloudigniter. CI based app that signs up users for hosting, and from your account page choose a preinstalled CI/PyroCMS. And even switch them on the fly.
