2.0.3 zip-archieve contains old files?

I have downloaded a new (2.0.3) version of CI from this site (http://codeigniter.com/download.php) and found out there is an old version of form validation library, with no "is_unique" method. But Github version contains it. It is possible some other files are also not modified.
Do I need to get the latest version from Github each time I need it, or you will put it onto codeigniter.com too?
