Permissions Issue

I'm trying to get CI running on my machine and am running into a permissions issue. I followed the steps here

and can access the index.php file at my CI installation root but when I try to navigate to application/controllers/blog.php I get a

403 Forbidden
You don't have permission to access /test/application/controller/blog on this server.

I'm running apache2 and tried changing the permissions to 777 with www-data as the group, but still get the 403.

My question is, what owners/groups and permissions does CI require to work? I haven't seen any discussion of that on the installation documents I've been finding. Thank you.
