Clarification about 2.1.0

Hi!
I recently downloaded 2.1.0 and upgraded my sites, the downloaded user guide tells me to update the system folder and the user_agents.php file, but no changes are made in that file. Is the upgrade page not completed or simply wrong?

What steps are involved except updating the system folder?
Oh, and the official user guide still lists 2.0.3.
