website with two languages ( url ) ?

Hello
if I have a website like this :
www.expamle.com
and there are tow languages
do I have to make two controllers for the languages
one called en ( for english )
and the other called ar (for arabic language)

exmpale.com/index.php/ar
example.com/index.php/en

if is there a better way please help me.
