Is it possible to give someone else permission to create topics without them having access to the whole Editor, ie a login or similar feature ? I have three sites and don't really wan to have to manage the topics but also don't want any 'accidents ' happening too !

Yes it can be done but you would need an Auth system that allows for user groups and permissions

Setup an Editor group and only allow them certain parts of the editor.
