With that sort of open question, the answer is probably not, but we can point you in the right direction.

I have not been keeping on top of all the auth libraries that people have been building for EE but you can get a quick list in the wiki. Again, I don't know how well that list has been updated.

You could also look at a general tutorial on creating an auth system here (thanks to Michael Wales.)

If you want a quick and dirty method to block off a certain part of your app then you could just protect the parts in question using an htaccess file.

You could also look into a "bolt-on" membership system such as Amember.
