Change Session_id in every refresh

Hello Dear Friends
I found a problem in codeigniter that i downloaded in github .
when the
$config['cookie_secure'] = TRUE;
is true , the session id changes in every page referesh and i don't know that is a bug or not .

oh , excuse me for that , i test it with ssl and now it working like charm
