Make phpMyAdmin accessible from CI website

If you use the
RewriteCond %{REQUEST_FILENAME} !-f
RewriteCond %{REQUEST_FILENAME} !-d
rules in your htaccess you don't (ever) have to change things to exclude them as it tells CI not to process requests that are actual files/directories.
