how to configure to be able run the both query string and segment

Hi there,
i have problem with URL of my project
i want my website can work fine with the both
http://localhost/project_name/?c=control...ction_name
and
http://localhost/project_name/controller...ction_name

currently my project just can run by one of 2 cases above although i set $config['enable_query_strings'] = TRUE;
