Is this possible in CI?

I require this so that I can use permissions checks before serving private images/pdfs/etc.

Also so i could embed php in my css and js files.

Yes you can. Just need to set up your .htaccess appropriately, and make sure, when you send your static files to the browser, that they have the proper header types and such.
