How I can add new libraries or my modifications?..

I want to contribe to community and publish my own private material...how can I do that?...
If I publish something How I can follow it if this is getting inside the least release?..

If you want something to be in the latest release you need to fork the GitHub git of EllisLab's Codeigniter, make your changes and do a pull request. If Ellislab likes your code, they might integrate it, otherwise you need to get your code otherwise published (e.g. by posting a link to your git here in the forums).

The best thing though is to write your code and publish it using GitHub.
