I've done some research and have seen some great template libraries but some of them do too much or too little and wanted to know if there is one I can use that supports theming, assets, and modules.

If you are looking for something that does everything you want out of the box without any programming I don't know of any solution other than using a pre-built cms. Twig and Smarty both work with CI but they both gave me all kinds of issues.
