No it is not. The forum is apart of ExpressionEngine which is also built by the wonderful crew who brings us CI.

The cheapest from that page you will get away with is about $150. $100 for the personal version of CodeIgniter and $50 for the forum module.

after reading the user guide, I feel CI is pretty much like the framework of Joomla 1.5 which also enables model-view-controller development. I'd rather stick to Joomla 1.5, because I've been using joomla for years.
