I feel like an idiot.

The guy who prepared the server installed apache2 and mysql and php5 - but not the php5-mysql module. And I didn't think to check until now. *facepalm*

Still got issues, but this speedbump is behind me now. Thanks to everyone. I still think it sucks that CI just fails silently here.
