In my project there is a functionality, user can create group and manage the content of their group. I do some small projects in codeigniter. And I like to do this project in codeignitor. I think need content management systems(CMS) to do it. But I am new in CMS. I googling about cms in codeigniter and find some cms. ionizecms,pyrocms, fuelcms etc.. But I think these are mainly used for admin(site) functionality. Is there any plugins to do above functionality?

You can try one of the CodeIgniter based CMSs, or you can start with A3M (https://github.com/donjakobo/A3M) or IonAuth (https://github.com/benedmunds/CodeIgniter-Ion-Auth) and build your functionality from that.

A3M has basic user functionality, while IonAuth has that and seems to also have user groups as well (I'm using A3M so I don't know much about IonAuth).
