Cannot use auto-loaded resources in custom 404 page?

I'm trying to use the URL helper in my custom 404 page, but the functions are not defined, even though I am auto-loading the URL helper and using it on every other page of the site.

Can you not use auto-loaded resources w/o a controller? -d

with most of the error pages you cannot be sure when they will be called so you may not have access to any of the CI core code
this is not a bug per say - it is just the way it has always been and may always have to be
