Can I safely use this guide where it says to ver 2.0 to upgrade from CI 1.7.3 to the latest 2.2.0 ? I am asking because it shows for 2.0.0 and not sure what changes are done on the latest exactly. So, basically can I simply download the latest 2.2.0 only without any previous one and directly upgrade my old 1.7.3 ?

If you follow the upgrade paths you should not have any problems, make sure you also copy the index.php on
each upgrade to your root.

You need to follow each upgrade step for each version listed in the user guide. You can't just go straight from 1.7.3->2.2.0 without doing all of the inbetween steps. For some versions there isn't really anything that needs to be done besides copying the /system dir over, but in others there are code changes you must follow.
