Yes, everybody has different kind of needs but we can build a core CMS to flexible enough to add different modules

I don't think CodeIgniter needs a full-blown CMS. What it needs is a set of libraries (or modules) that perform the various functions of a CMS. For example, user authentication, custom content types, forms, etc. A lot of these are already there in the ignited code forum.

You can then can mix and match different these different libraries to fit your current needs.

One issue might be integrating multiple libraries. A solution might be Modular Extensions or Matchbox combined with some sort of plugin (event) system.
