Exceptions.php file locked

has any one run into the Exceptions.php file in the system\libraries\ directory being locked? I can't delete it or anything. ???

Where you are working?
Remote server or Local
1. Local (windows)
no problem in deleting..if do..than restart and than try to delete
2. Local (Linux)
login as super user, or delete through console.
3. Remote (windows)
no problem, won't get the error
4. Remote Linux server
Change mod to 777 and than delete, if still problem persists, contact domain provider.

chmod to 777 and do what ever you fell like, with the file..don't do this on live project. As it increases the vulnerability.
