CI tutorials failed and code did not work - bad code or my setup?

Yes the xampp and php version stuff is a red herring. That shouldn't stop you getting up and running.

I'd start with a clean install and something as simple as possible and work up from there making one change at a time and trying to figure our problems as you go along. So start off with one controller and one view with one function, the CI equivilant of 'Hello World'. Once you have got the hang of that add more complexity, including models as your understanding builds up.

By the way you are making sure that you are able to access a non-CI page with the xampp set up and that you are saving to and trying to access the right directories aren't you?

CI really is very easy and intuitive once you 'get' it.
