Something is wrong(obviously). That query should not take that long. How are your database settings configured in the config file?
What version of PHP are you running? Also, what is your PHP memory setting (PHP.ini file)? Your PHP.ini settings?

I'll take a look at it and get back to you. Also, have you run the profiler on the page? if so, what was the info returned?

I'm trying to see if you have any settings that is causing the queries to take a long time. While having millions of records is a lot your queries should not be taking a long time to run.

I just noticed that in your query (when you did the EXPLAIN) you are forcing an index on the PRIMARY key, why?

I also just noticed that when you ran the explain it stated that t1 went through 20 million records. That's crazy. We need to examine your query.

i solved the problem. i guess nginx server is broken when query is taking long time in  somewhere, i tried  same queries on apache server  and  all user session's not locked.
for your questions, 

 - i use force index because that page return fast with force index primary, i checked on explain too, and i am sending count query on last query and i deleted  limit and order situation.
- i thought because of count query return 20 million records.

if query taking long, nginx is broken somewhere  because of nginx structure, when using apache server , it supports multiply request in time, ci just lock browser session, but nginx lockes server , thats why shows this problem i think
