Why does the hooks class always load?

In the config file you can set enable_hooks but in the CodeIgniter file the setting is disregarded. Is there a reason why the hooks class needs to be loaded no matter what the settings are?

Hooks events are called while loading the Controller and after (you know this already, what was I thinking). Probably could be bypassed though. Nice catch xwero.
