connecting to postgresql with pg_pconnect()

I was unable to run phpinfo  in the container but I'd manage to download the php.ini from it. Seems that the person who set up the Dockerfile copied certain settings into the bottom of it that get added to the php.ini when a docker build is performed. I added in the pgsql flags. But now I need to figure out how to rebuild the image.
