I don't think you can do this solely in PHP. You'll need some additional software on the server that handles it singlehandedly, or through some kind of wrapper in PHP.

Some browsers (Opera comes to mind) have this native, depending on your needs you may be able to get around your problem with user-education, but if the purpose is for web app functionality, it isn't currently possible with "stock" PHP setups.

I would look into flash solution. Flash can gain access to the system microphone (with user confirmation) then it can submit the text to a url ones it has been processed.
