If-Modified-Since Header

How do I use the If-Modified-Since Header with CodeIgniter?
How does the Controller know, when content has changed?

I used the forum-search but couldn't find the answer to these questions.

Currently I'm using CMSimple, that I changed that way, that it is looking for the last-changed-date of the single content file.
