New to CI. Any advice?

Ok so i was told CI is a good framework to use but I would like some hints.

I want to build a CMS using CI as the framework. but I'm not sure how to do the following.

User End
-Create Login
-Edit Account
-Create Roles
-Create Role Restrictions
-Internal Massaging System

Admin End
-Manage Users/Roles/Restrictions
-Manage Modules
-Manage Posts/News Articles
-Manage Templates.

Any ideas on code/sparks welcome
