Microsite, MSM vs EE native. need help

I'm trying to setup several microsites for my client and his affiliated partners. The URL structure would be like this:

http://clientsite.com/partner-one-microsite
http://clientsite.com/partner-two-microsite

These microsites will be managed and maintained by a partner who is not connected to the main site.
Example of the content:
- Home Page (with js slider, news summaries)
- About Us
- News (list of news stories)
- Resources
- Contact


I'm not sure how to manage all of this. I thought of doing one entry, with all the fields, and locking the member down to that entry. This works, but what about an upload directory? It would have to be shared by other partners.

My client is NOT tech savvy. Asking them to setup subdomains would be a nightmare. Not to mention that MSM would require $$$ because there could potentially be hundreds of microsites.


Any thoughts are greatly appreciated.
